When I say cool or drool, I find that the sound represented by oo is different from the vowel sound in the other words. Is that related to dialects or do I possibly mishear it?

It is different, because the sound /l/ after a vowel changes the quality of the vowel. However, it’s an allophone, not a separate phoneme.
